Regulatory, Accreditation and Standards Advisor (posted 09/17/08)
Every seven minutes someone in America becomes blind or visually impaired – there are an estimated 10 million blind or visually impaired individuals in the United States alone. With continued medical advancements, various possibilities for managing sight loss and for restoring sight are available, including corneal transplantation. The Eye Bank Association of America (EBAA) is a not-for-profit organization of eye banks dedicated to the restoration of sight through the promotion and advancement of eye banking. Eye banks are unique because they recover, evaluate, and distribute tissue for transplantation, research and education. They alone provide the precious gift of sight from donor to recipient, ensuring a safe and efficient process.
Eye banks have a long and proud history. We have been the stewards of the gift of sight throughout the world for over six decades. The first corneal transplant was performed in 1905, and the first eye bank opened in New York in 1944. The opening of the New York bank marked the first organized attempt to facilitate the transfer of tissue from donor to patient – today EBAA represents 85 U.S. and 14 international eye bank organizations. Thousands of corneal transplants are performed every year across the country, restoring sight to young and old alike, with an estimated 50,000 grafts provided for transplant last year.
In this newly created role as our Regulatory, Accreditation and Standards Advisor, you will direct our accreditation program, monitor and analyze regulations effecting eye banks, and oversee the medical standards process for the eye banks. You will report directly to the CEO and work closely with the Vice-President, as you are one of eight staff supporting this worthy cause. Yours is a role of "wearing many hats," as we will look to you to take the medical and scientific knowledge that you currently hold, build upon this knowledge, and skillfully manage the cornerstone of our work – regulation, accreditation and standards. EBAA is the nationally recognized accrediting body for eye banks – in this role you will closely monitor regulations and guidance, research and interpret the impact on our members, and provide them with the information and guidance required. You will participate in FDA meetings and present on behalf of the Association.
Our members are mission-driven, dedicated organizations. Over ninety percent of our members are small organizations that rely heavily on our technical support and guidance regarding regulatory updates and changes to medical standards. When an important concern arises (West Nile Virus for instance), our members look to us to keep them well-informed so they are empowered to safely fulfill their mission.
Our Expectations for Your First Year as the Regulatory, Accreditation and Standards Advisor
You will work closely with our members, serve as a liaison to the Legislative and Regulatory Committee, coordinate efforts with our government relations consultant, work closely with the Accreditation Board (primarily medical doctors who volunteer their time and expertise), and oversee the management of compliant records and standards with the Medical Advisory Board. You will also work closely with our sister organizations, organizations with similar or overlapping missions, and help prepare advisories for those issues that impact our members from different and/or complimentary perspectives.
We will look to you to fulfill these responsibilities in each of these areas:
- Regulatory: You will monitor regulations, analyze regulations for impact on Eye Banks, prepare regulatory comments and communications, and communicate with member banks on regulatory issues/questions and practices. You will increase the visibility of the Association in federal agencies. You will archive all regulatory information and communications and attend FDA and other regulatory related meetings. You will prepare education for the membership related to regulations and represent the EBAA at meetings of other organization.
- Accreditation: EBAA provides the accreditation guidelines to our members. EBAA is also closely involved in the ultimate approval or denial of accreditation. We run two accreditation cycles annually, and each organization must pass accreditation every 3 years at a minimum. You will maintain all accreditation files (electronic and hardcopy), prepare letters to banks and inspectors and maintain the eye bank accreditation status list. You will create materials for Accreditation Board meetings, attend all meetings and assist chairs, and write up minutes for these meetings. You will contribute to the accreditation section of the website and send out certificates to accredited banks. You will review forms and documents and ensure they are current and meet required standards. You will assist with develop training programs for new Accreditation board members (inspectors). Ultimately, you will ensure the adherence of our members to Accreditation Board policies and procedures.
- Standards: You will work closely with and serve as a liaison to the Medical Advisory Board (MAB) and coordinate membership questions regarding standards. You will send out a call for agenda items, manage the production of the MAB minutes and standards in conjunction with the MAB secretary, and archive all MAB information. You will produce the MAB book and release this to the Board, and you will maintain a history of changes to the EBAA Medical Standards. You will coordinate conference calls during the fall meeting for member banks. You will manage OARRs (Online Adverse Reaction Registry) in conjunction with the Medical Review Sub Chair, and you will perform quality assurance/control process on all regulatory, medical standards and accreditation documents.
